I have a contract with a company in Chengdu,I asked for 8000Rmb,they only offered me 7000Rmb per month,anyone can tell me if with 7000Rmb,I can pay my bills and some descent living in this city.

Chengdu is a cheap city. For 7000 you should be in pretty good shape--nothing fancy or anything, but teachers get by there on half that (although housing is paid for).
