If you are coming to China, and even if you're not, I warn you not to use Citibank. Without being too vulgar, they are a bunch of SOBs. I will not simply hurl names without giving numerous examples of how they are essentially criminals
1. if you get money transferred INTO your account, they charge you 10 dollars. TEN DOLLARS!!
2. If you use a non-Citibank ATM they charge you TEN DOLLARS PLUS ANOTHER FEE!!!
3. Sometimes even if you use a Citibank machine they STILL charge you, so you have to watch out.
4. If you use your debit card (at IKEA for example) they charge you a 3% fee plus give you a bad exchange rate.
Why don't they just act like a company that likes their customers instead of a faceless corporate monstacity run by consultants trying to steal every nickle from their base?
Incidentally if anyone knows a good American bank that has good international services, I am planning on switching when I get back to the states. Did I mention I hate Citibank.
Criminals.

LOL
LOL, Citibank is definitely a bunch of SOBs, but some of the other banks charge fees for wire transfers too. Commerce (who i normally love) said they charge a whopping 42 bucks, but I need to clarify if they understood I meant for receiving. However they charge nothing for drawing from international ATMs, so I still like them better.
Besides, Citicorp is the devil
Citibank, SOBs
Citibank is really the worst company ever. I'm sure that some consultants told them they could charge these fees and no one would notice. It's typical corporate none sense. One day they'll start losing customers due to these shady fee scales.
Citibank is the Devil
I hate all those guys. What are good foreign banks for when you're in China?
